Hezel, Francis X. (2004-03-31). Micronesian Counselor, Issue 50. Micronesian Counselor (Report). Kolonia, Pohnpei: Micronesian Seminar. pp. 1–8.

Abstract: The lead article, The Chuuk Problem: At the Foot of the Political Pyramid, by Francis X. Hezel, S.J., analyzes political and fiscal mismanagement in Chuuk State. It recounts two major fiscal crises within a decade, weak tax collection compared with smaller states, and criminal indictments for misuse of funds. The essay situates these problems at the “foot of the pyramid,” where local government remains vulnerable to family loyalties and factional rivalries.

Additional content includes comparisons with administrative structures in Pohnpei, Yap, and Kosrae, highlighting differences in revenue collection and accountability. The issue also reports on responses from the FSM national government and considers parallels with political tensions in the Marshall Islands. A short accompanying note introduces a MicSem video on suicide in Micronesia, highlighting its spread and social costs.
