Abstract: The lead article, Why I Can’t Get a Loan… and Probably Shouldn’t Anyway, by C.L. Cheshire, discusses the difficulties aspiring entrepreneurs face in securing credit for small business ventures in Micronesia. It argues that local conditions — limited collateral, unstable markets, and weak repayment capacity — make traditional bank loans impractical, and that reliance on such borrowing often leads to failure.

Supplementary notes describe examples from Pohnpei and Chuuk where small business owners struggled with repayment, commentary from bankers in Yap about lending requirements, and a brief look at cooperative credit efforts in Kosrae.
