Abstract: The lead article, Developing an Export, by C.L. Cheshire, surveys Micronesia’s export initiatives since the Trust Territory period, including attempts to build industries around tuna, copra, aquaculture, and niche products like soap. Despite investment, most of these enterprises failed to reduce dependency on external assistance, often collapsing under high costs, mismanagement, or lack of markets. The essay argues that any successful export industry must be locally owned and operated.
Additional discussion includes case studies from tuna ventures in Pohnpei, soap production in Chuuk and Yap, and aquaculture projects in Kosrae that consumed subsidies without generating profits. References are also made to export promotion strategies in the Marshall Islands, underscoring the recurring challenge of sustaining non-aid economic activity.
