Abstract: The lead article, Power or Partnership? Making the New Compact Work, by Francis X. Hezel, S.J., examines the financial and political implications of the second Compact of Free Association between the FSM and the United States. It recounts the background of the original Compact negotiations, highlights key Micronesian leaders of that era, and considers the concessions and benefits agreed upon in exchange for continued U.S. support. The essay asks whether the FSM can apply lessons from past spending to ensure that Compact II resources yield greater long-term results.
