The President of the Federated States of Micronesia (FSM) is chosen by the FSM Congress from amongst the four Senators holding At-Large seats.
Since the establishment of the FSM, there existed an informal but widely observed “gentleman’s agreement” regarding the rotation of the presidency among the nation’s four states: Yap, Chuuk, Pohnpei, and Kosrae. This unwritten political understanding was seen as foundational for preserving national unity and balancing regional interests in a country comprised of widely dispersed, diverse, island groups, each with their own linguistic, cultural and political histories. Despite this gentleman’s agreement, all Presidents of the FSM have come from either Chuuk or Pohnpei States since 2007.
