Abstract: Discusses a new agreement between the United States and the Federated States of Micronesia (FSM) that facilitates military construction in Yap State. This agreement, known as the operational control letter, allows the Yap government to collaborate with the U.S. Department of Defense on construction projects, which are intended to boost defense capabilities in response to China’s military activities in the Pacific region. Among these projects are investments totaling $2 billion for strategic development, including a $400 million airport expansion and improvements to infrastructure such as ports and roads.

The agreement underscores the strategic importance of Yap and aims to ensure that the developments benefit both the military and the local community while maintaining safety and environmental standards.
