The project was not intended to be an exhaustive long-term study, or to address the specific characteristics of every country of the region, each of which has different characteristics in regard to ship-grounding issues, including legal systems based on variations of British, American or French law. Rather, the study has taken a regional perspective, illustrated wherever possible by examples drawn from individual countries and especially from the Cook Islands, Fiji and Federated States of Micronesia. These countries were selected as being representative of the Pacific’s three principal sub-regions.
