Thomas Gilwuyoch Tun
Thomas Gilwuyoch Tun is a Yapese government official serving as Director of the Office of Administrative Services (OAS) in Yap State.
Tun has been involved in public service in Yap for several decades. In the 1990s, he served as supervisor of a youth rehabilitation program, overseeing staff and working directly with at-risk youth in community-based intervention efforts.
In October 2024, Tun was appointed Director of the Office of Administrative Services by the 11th Yap State Legislature, and was officially sworn in on November 25, 2024, during a ceremony held at the Governor’s Office. The event was attended by state leadership, including Governor Charles S. Chieng and Lieutenant Governor Francis Itimai, among other senior officials.
The Office of Administrative Services provides core administrative support to the Yap State government, including personnel, procurement, and general internal operations across executive branch agencies. As Director, Tun occupies a central role within the state’s administrative structure, coordinating functions that support government-wide operations.
Beginning in 2025, Tun has also served repeatedly as Acting Governor of Yap State, as part of a formal rotation among senior officials designated to maintain executive continuity. In this capacity, he has exercised executive authority, including issuing official proclamations of the state, such as ordering the lowering of flags to half-mast in honor of the late governor.
While serving as Acting Governor, Tun has represented the state in engagements with external partners. In May 2025, he welcomed a United States delegation in discussions related to security cooperation and the Operational Control Letter. Later that year, he received representatives of the People’s Republic of China Embassy in connection with a donation to support the Ifaluk Water Catchment Project in the Outer Islands of Yap. He has also participated in Joint Economic Management Committee (JEMCO) meetings concerning Compact of Free Association (COFA) funding and oversight within the Federated States of Micronesia.
Tun has appeared in civic and ceremonial roles within Yap, including delivering remarks at the reopening of the Micronesian Seminar (MicSem) Library in 2025, reflecting a broader role as a representative of the state in public and cultural settings.
