The central conclusion of our review was that the Micro- nesian governments lacked sufficient management and technical expertise and capability to efficiently plan, implement, and monitor public sector programs and services on their own; nor had they identified, in any systematic fashion, the technical assistance required to enhance their institutional capabilities.
