Abstract: Kapetal Wa is the process of announcing arrival, providing symbolic gifts, and initiating community decision-making in the Outer Islands of Yap. Kapetal Wa is overseen by traditional leaders who facilitate distribution of gifts and the establishment of consensus within long standing and strictly defined expectations. Kapetal Wa is particularly important for foreign visitors, serving to help integrate outside aims with the community’s own systems of understanding, support and participation.
