Abstract: FSM Congressional Resolution 15-147, which recognizes and approves a financial contribution from the People’s Republic of China to the Federated States of Micronesia (FSM). The resolution was introduced during the Fifth Regular Session in 2008 to acknowledge a $50,000 grant given by China to support FSM in hosting the 19th South Pacific Regional Environment Program (SPREP) meeting held in Pohnpei from September 4 to 12, 2008. This grant was seen as essential due to the need for meticulous planning and preparation, along with substantial funding for the event.

The resolution highlights the friendly relationship between the FSM and China, mutual efforts to address environmental concerns, and the shared challenges of global climate change. In providing the grant, China reiterated the importance of the “One China Principle” and discouraged any formal documents passed during the SPREP meeting that might violate this principle. The resolution formally approves the acceptance of the grant and its terms, and certified copies are to be sent to pertinent FSM officials, including the President and the Secretary of the Department of Foreign Affairs. The reolution was introduced by Resio S. Moses on September 16, 2008.
