Abstract: As you know, our negotiations with the Micronesians--except for the Marianas District--have been stalled since last fall to a large extent because of growing independence sentiment in the islands. The independence advocates are still only a small but articulate, vocal minority. They include mainly several Micronesian political leaders who hew to independence as a doctrine, a sizeable number of Micronesian students returned from the University of Hawaii, activist Catholic missionaries, and former Peace Corps volunteers. Their influence has increased greatly over the past few yeaRs, although within the past few month they have pulled back in the face of a reaction from more moderate Micronesian leaders who are becoming concerned with what the independence advocates want in practical terms: Our Administration in Micronesia has for all practical purposes been ineffective in implementing a meaningful program of political education.
