Abstract: The Governments of the Replublic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands, which are emerging from the U.S.-administered Trust Territory of the Pacific Islands, have been making progress toward becoming self-governing. Enhancing their institutional capabilities and their self-sufficiency will require substantial technical assistance.
