Ivan B. E. Kadannged is a Yapese public official who was nominated in 2026 to serve as Lieutenant Governor of Yap State, though the nomination was not confirmed by the Yap State Legislature. He has served as Director of the Office of Planning and Budget and Disaster Coordinating Officer for Yap State.

Career

Kadannged served as a member of the Tamil Resources Conservation Trust (TRCT), a community-based organization involved in marine conservation and natural resource management in Tamil municipality, Yap, as early as 2014, and appeared in similar local contexts through at least 2017 without formal government title.

He subsequently held technical and administrative roles involving data collection, database development, and office support functions within the Federated States of Micronesia.

From 2016 to 2023, he served as IT Manager for the FSM Supreme Court, based in Palikir, Pohnpei, where he was responsible for managing court information systems and technical infrastructure.

Kadannged later served as Director of Operations for the Yap State Government from 2023 to 2024, overseeing administrative coordination and government operations.

By 2024, he is identified as Director of the Office of Planning and Budget for Yap State and as Disaster Coordinating Officer (DCO). In these roles, he has issued public advisories related to drought conditions and resource management and overseen planning, budgeting, and procurement processes for public infrastructure projects, including the design and construction of Yap High School; he continued in this capacity through at least 2025.

Nomination

In 2026, Kadannged was nominated by Governor Francis Itimai to serve as Lieutenant Governor of Yap State.

The Yap State Legislature held a confirmation hearing to consider the nomination. During the hearing, Kadannged presented his background in government service, including his work in court administration and his responsibilities within the Yap State Government in operations, planning, budgeting, and disaster coordination. Legislative questioning focused on his executive experience, including the scope of his supervisory responsibilities, his authority over budgets and programs, and his readiness to assume statewide leadership responsibilities. One member asked what level of authority he had exercised in prior roles, including over budgets and departments, while another questioned whether he was “fit to assume the duties and responsibilities of the lieutenant governor.”

Legislative questioning also addressed the nominee’s understanding of the administration’s so-called “Yap First” platform, including how he would prioritize local interests, ensure that externally driven proposals and projects are first evaluated and coordinated through Yap State leadership and institutions, and apply that framework in decision-making across budgeting, infrastructure development, and engagement with national and external partners. This line of questioning was reflected in specific concerns raised during the hearing regarding late budget submissions, the handling of infrastructure projects through IPIC, and instances where projects or funding proposals were perceived to have proceeded without full review or coordination with the Legislature.

Members of the Legislature also raised questions regarding the extent to which his prior roles involved independent executive authority, as distinct from technical and administrative functions, as well as his preparedness to transition into a political office with broader policy and leadership responsibilities. Questions were also raised regarding his prior resignation from the Office of Planning and Budget during the same administration. No allegations of misconduct or ethical concerns were raised during the hearing.

The Yap State Legislature subsequently voted on Resolution No. 11-149 by secret ballot, with six members voting in favor and four opposed. Although a majority supported the nomination, the resolution was not adopted, and Kadannged was not confirmed as Lieutenant Governor.

Education

Kadannged received an Associate of Science in Hospitality and Tourism Management from College of Micronesia–National (2007–2010).

He later completed a Certificate in Law (Freedom of Expression) from University of Oxford (2021) and a Certificate of Justice, Access to Justice from University of the South Pacific (2019–2022).

He has also completed certificates in banking, finance, cybersecurity, and related fields through the University of Wisconsin–Madison Graduate School of Banking (2024–2025).
