Abstract: KPress Vol. 12 Iss. 21: NEWS: Pohnpei, FSM—Two civil actions were filed arising from the state’s emergency actions during the power crisis: plaintiffs Feliciano Perman, Francisco Mendiola, and Wilbur Walter filed Civil Action 2012-026 against Governor John Ehsa in his official capacity seeking declaratory and injunctive relief rather than monetary damages, while FSM Petroleum Corporation (FSMPC/PetroCorp) filed Civil Action 2012-027 challenging the process by which Energy Infrastructure Global (EIG) was selected as the winning bidder for a Pohnpei Utilities Corporation powerplant project following suspension of standard procurement procedures and a task-force selection that superseded an earlier RFP evaluation; legislative coverage reports Speaker Isaac V.
