Abstract: Anonymous Spanish note, possibly by Fr. Bouwens, proposing reforms to the governance of the Mariana Islands, including oversight by the Audiencia of Manila, consultation with the missionary superior and sergeant-major, controls over the royal subsidy, restrictions on governors’ private trade, residencia review, and annual reporting to the Council of the Indies.
