Abstract: This article analyzes bilateral foreign aid to the Federated States of Micronesia, a Small Island Developing State heavily dependent on external assistance. It examines major aid providers, including the United States, Japan, Australia, and China, and evaluates historical relationships, strategic interests, and determinants of aid allocation. The study finds that strategic alliance and regional stability are the primary drivers of aid flows, with economic and geopolitical considerations shaping donor behavior. It also assesses emerging donors such as Korea, New Zealand, and the United Arab Emirates. The article argues that understanding aid patterns allows recipient states to anticipate funding trends and better manage development planning despite uncertainty.
