Abstract: Fr. Gerardo Bouwens writes to Fr. General González recommending that José de Quiroga be rewarded with a royal land-grant or encomienda for more than twenty years of service in the Mariana Islands. Bouwens praises Quiroga’s work while also arguing that a land grant would be more suitable than appointment as permanent governor, because of concerns about administrative judgment and the reporting requirements of colonial government.
