Abstract: The National Minimum Competency Test (NMCT) by state reports in Reading and Mathematics 2012 covers performance by states for all grades tested. There are four minimum competency levels which include competent, minimum competency, approaching minimum competency, and well-below minimum competency. Competent means that the student has mastered the minimum competency for the benchmark. Minimum competency means that the student has achieved minimum competency for the benchmark. Approaching minimum competency means that the student has some knowledge or skill regarding the benchmark, but needs improvement to reach the minimum competency. Well-below minimum competency means that the student has no or limited knowledge or skill regarding the benchmark.
