Abstract: KPress Vol. 16 Iss. 13: NEWS: participation of a more-than-200-member Federated States of Micronesia delegation in the 12th Festival of Pacific Arts (FestPAC) in Guam, including the official opening ceremony at Paseo Stadium in Hagåtña on May 22, 2016, and the FSM parade of states from east to west with Kosrae leading, followed by Pohnpei, Chuuk, and Yap; rapid action by FSM authorities in response to an assault case involving a Fisheries Observer, signaling heightened enforcement attention to observer safety within the national fisheries management framework; commemoration of the 50th anniversary of the Kolonia Town Charter, marked by a public march from the Spanish Wall ballfield to Kolonia Town Hall and associated civic ceremonies; formal farewell events for Japan’s Ambassador to the FSM, Masaki Sakai, and his wife, including airport tributes organized by the Pohnpei Port Authority and ceremonial water arches by ARFF fire units as the ambassador departed Pohnpei at the conclusion of his posting; remarks by Japan’s Deputy Chief of Mission Shingo Higashimoto noting the scale of public attendance at the ambassador’s send-off and emphasizing the Sakais’ engagement with local communities, including cultural and sporting activities during their tenure; coverage of competitive offshore fishing activities, including multi-boat tournaments with category prizes for point fishing, species catches, women and junior anglers, and acknowledgment of local sponsors supporting the events; reporting on proposals for a large-scale tuna loining and processing facility projected to employ up to 1,000 workers, coupled with analysis of the government concessions and policy commitments that would be required to make such an investment viable within the FSM.
