Abstract: FSM’s five-year strategic plan for library services under the U.S. Library Services and Technology Act (LSTA). The plan identifies key needs including rural access gaps, digitization of historic records, technology infrastructure deficiencies, and staff capacity building. Goals focus on enhancing information access, expanding lifelong learning services, and strengthening institutional capacity across FSM’s four states.
