Development Planning for Micronesia

Abstract: The maldevelopment of Micronesia during its period as a strategic trust of the United States is well known and widely acknowledged (see McHenry, 1975; Heine, 1974; Nevin, 1977; Gale, 1979; Hills, 1980). An enormous amount of United States grant money has evaporated unproductively, creating a severely distorted and dependent economy. Material aspirations have increased sharply, far beyond the capacities of local resources to fulfill, and self-reliance has deteriorated significantly. The problems can be attributed in part to difficulties and errors in planning for development. This survey of past planning experience in and for Micronesia may help provide guidance for the future. The purpose here is specifically to examine the planning process, rather than the outcomes as such. The focus is on overall development plans, rather than on the many specific plans formulated for particular sectors or for particular localities. An overview of the major development plans considered here is provided in the appendix to this study.
