Pacific Center for Island Security (2025). 2025 Micronesia Security Outlook (Report). Guam: Pacific Center for Island Security.

Abstract: Comprehensive annual report analyzing geopolitical, military, and human security dynamics across Micronesia in the context of U.S.-China competition. The report frames Micronesia as central to Indo-Pacific strategy, highlighting the region’s role in power projection, strategic denial, and emerging distributed military operations. It includes contributions examining Guam’s evolving military role, infrastructure expansion across the Northern Marianas, Palau, and the Federated States of Micronesia, and the implications of alliance uncertainty, missile defense development, and dispersed basing concepts. The report emphasizes that increasing militarization brings both strategic importance and heightened vulnerability, while also integrating non-traditional security concerns such as climate change, economic dependency, and environmental impacts into a broader concept of “island security.”
