Abstract: This article critiques the historical and contemporary relationship between the United States and Micronesia, focusing on the Trust Territory of the Pacific Islands and the Compact of Free Association (COFA). It argues that the United States failed to fulfill its legal and moral obligations to promote Micronesian self-sufficiency and independence, particularly in light of nuclear testing in the Marshall Islands and inadequate economic and health development. Drawing on Professor Eric Yamamoto’s “Social Healing Through Justice” framework, the author proposes a reparative justice approach emphasizing recognition, responsibility, reconstruction, and reparation. A central recommendation is clarifying and strengthening the legal status of COFA migrants within the United States to address ongoing discrimination and social marginalization.
