Abstract: Resisting the Serpent: Palau’s Struggle for Self-Determination examines Palau’s (Republic of Palau) protracted effort to secure genuine self-government in the face of U.S. strategic interests during the late Cold War, focusing on the conflict between Palau’s nuclear-free constitution and the terms of the Compact of Free Association (COFA). Through historical analysis, legal documentation, and firsthand accounts, the authors trace Palau’s colonial legacy, the imposition of a U.N. strategic trusteeship (TTPI), and the cultural clash between indigenous, consensus-based governance and externally driven militarization and development agendas. Framing Palau as a microcosm of wider struggles across the Pacific, the book argues that the island nation’s resistance illuminates broader questions of decolonization, constitutionalism, human rights, and the global consequences of militarism for small societies seeking to protect land, culture, and sovereignty.
