Abstract: Master’s thesis examining the role of education in the political and social development of Micronesia during the late Trust Territory period. The study evaluates the relationship between educational systems and the process of political self-determination, arguing that effective political education is necessary for informed participation in plebiscites regarding future status options. It surveys the historical context of Micronesia under Spanish, German, Japanese, and U.S. administration, and analyzes geographic, economic, and cultural constraints on development. The thesis assesses U.S. policy, United Nations trusteeship obligations, and the role of UNESCO in adult education and civic preparation. It highlights deficiencies in educational infrastructure, uneven access, and tensions between imported curricula and local cultural values, concluding with recommendations for large-scale political education programs to support self-governance decisions.
