Abstract: KPress Vol. 11 Iss. 19: NEWS: Health officials and development partners from twenty-two Pacific Island nations convened in the Kingdom of Tonga in early August to develop strategies to curb non-communicable diseases (NCDs), identified as the leading cause of death among Pacific Islanders, with the Pacific NCD Forum emphasizing that treatment costs for NCDs consume up to 60 percent of health-care budgets in some island countries due to expensive overseas care; national accountability reporting covers the long-awaited audit of FSM fiscal year 2010 budget overruns, in which the FSM Office of the National Public Auditor found that the Department of Justice was the only department that potentially obligated funds in advance of availability and overspent congressional appropriations, prompting DOJ Secretary Maketo Robert to argue in a formal response that departmental budget oversight was not legally his responsibility, following an audit request initiated by Speaker Isaac Figir; regional infrastructure and telecommunications coverage reports that FSM Telecommunications Corporation and Palau National Communications Corporation entered into a memorandum of understanding to jointly bid on a retired fiber-optic cable running between Guam and the Philippines, proposing creation of a Caroline Cable Consortium to reroute the cable to Palau and Yap in order to reduce reliance on slow satellite capacity, with officials explaining that “retired” cables remain viable and citing similar cost-saving projects undertaken by Samoa and American Samoa, while noting the consortium submitted a bid of up to $5 million and would need to secure additional funding for recovery and rerouting costs; OPINION / EDITORIAL: commentary addresses implications of legal interpretations related to enforcement of the Financial Management Act and reflects on international notification practices and governance accountability.
