Abstract: Memo for Jeffrey Farrow, from Amb Peter R. Rosenblat,the President's Representative for Micronesian State Negotiations.

"I think that (a) the requirements of consistency and discipline in the management of government affairs, (b) relations with the people of the NMI and (c) the imperative of retaining the confidence of our negotiating partners in the Micronesian political status negotiations mandates a prompt review of manner in which INS developed its NMI "alien" ruling. If that review disclosed the existence of the kind of incompetence and bureaucratic myopia which would seem to have inspired this ruling the person(s) responsible should be publicly reprimanded or otherwise disciplined. If justified on the facts, some such action should be taken to demonstrate graphically to the peoples concerned that, far from carrying out USG policy, the "alien" ruling violated it."
