Abstract: Quincy Wright's Mandates Under the League of Nations (1930) can still be read with profit as a model for scholarship in the field of international organization. Several features of the book deserve emulation: its broad and comprehensive treatment of the subject; its analysis of the origins, performance, and effects of the mandates system; its conception of the dependence of international organizations on the policies of states; its conception of the role of policy differences within and between states; its search for theoretical understanding; and its judicious efforts to use quantitative evidence. The main shortcomings of the book are its Western bias and some gaps in reasoning which may be attributed to Wright's unwillingness to reach conclusions that might call into question the efficacy or desirability of international institutions, which he regarded as vital for creating world order.
