Abstract: The people of the insular territories of the United States have had reason, over the years, to feel that they have been forgotten step- children of the republic. This neglect of the territories by the government in Washington has been matched, except for Hawaii and the Philippines, by a similar neglect by historians. The present work is an important contribution, and is the first scholarly work to deal with territorial, or colonial, policy since the publication of Julius Pratt's America's Colonial Experiment (1950). Inevitably it invites comparison with the earlier volume. Perkins has retraced some familiar ground. In the organization of his material, however, he has departed from the approach of his predecessor. Pratt gave greater attention to the acquisition of the insular possessions; Perkins moves quickly to a discussion of his primary interest-the administration and development of the territories under American rule.
