Abstract: KPress Vol. 12 Iss. 04: NEWS: Pohnpei—Leaders from the executive and legislative branches of all FSM state governments and the national government convened in Pohnpei for a State and National Leadership Conference at the College of Micronesia–FSM National Campus beginning February 1, 2012, to discuss issues of national importance including Compact funding trends, long-term fiscal planning toward 2023, consolidation and right-sizing of national government functions, expenditure reporting, and agreed agenda items shaping intergovernmental coordination; regional social-policy coverage reports on a Hawaiʻi Appleseed Center for Law and Economic Justice policy brief titled Broken Promises, Shattered Lives: The Case for Justice for Micronesians in Hawaiʻi, which examined systemic legal, economic, and social barriers facing COFA migrants through legal and historical research and interviews, and was distributed widely to Hawaiʻi lawmakers, executive agencies, and service providers to spur awareness and advocacy; legislative coverage notes that the FSM Congress Committee on Judiciary and Government Operations held hearings on a proposed “Special Prosecutor Act,” which would amend FSM law to establish a judicially appointed panel responsible for appointing and supervising special prosecutors upon written request from Congress, though hearings were postponed due to scheduling conflicts with Department of Justice confirmation proceedings; OPINION / EDITORIAL: commentary reflects on Compact-related fiscal pressures, criminal justice outcomes affecting FSM citizens abroad, and recurring governance and accountability concerns raised through correspondence and reported incidents.
