Abstract: Territorial governments are not capable of protecting federal and local funds from misuse, according to the Office of Inspector General in the Department of the Interior. Assistant Inspector General Harold Bloom, in a memorandum to Assistant Interior Secretary Richard T. Montoya said the continued existence of many of the fundamental weaknesses in financial management in the territories "represents a failure by local officials to adequately assume fiscal responsibility..."
