Abstract: An annotated analysis by researcher Henry Norman examining the Strategic Framework of Cooperation signed April 21, 2011 in Chengdu between the Government of Yap State, Federated States of Micronesia, and the Exhibition and Travel Group (ETG) led by Deng Hong; reviews the original framework provisions outlining development of Yap into a “world-renowned” tourism destination including large-scale resort construction, golf courses, casinos, infrastructure upgrades, and long-term land leases potentially extending to 100 years; highlights commitments by the Yap State Government to support foreign investment incentives, facilitate land acquisition, enable gaming legislation, and assist in securing international transport and communications agreements; raises critical questions about project timelines, scale, workforce implications, and feasibility. This document provides retrospective scrutiny of the earliest formal agreement underpinning the ETG project, revealing the scope and ambition of the original proposal and identifying inconsistencies and risks.
