Abstract: Dated June 21, 2022, a letter from the President of the Federated States of Micronesia to the Honorable Wesley W. Simina, Speaker of the Congress of the Federated States of Micronesia, acknowledges the efforts of the Twenty-Second FSM Congress in addressing the COVID-19 pandemic and in supporting Executive emergency measures over the prior one and a half years, with an emphasis on national cooperation.
The President states that he has signed an act into law and notes that crucial steps are required for full implementation, including the development of regulations consistent with standards set by law. He identifies the Department of Health & Social Affairs and the Department of Justice as having critical roles in the implementation process and indicates that both require continued support from Congress.
The letter notes that the act requires regulations to comply with notification and consultation processes pursuant to Title 17 of the FSM Code and that sufficient resources are necessary to successfully carry out these activities. It further notes that both Departments must submit reports to the Committee on Health and the Committee on J&Go regarding the impacts and efficiency of the regulations, and that these additional activities must be adequately funded.
The communication transmits Congressional Act No. 22-132, described as an act to amend Title 50 of the Code of the Federated States of Micronesia (Annotated) by creating a new Chapter 3. The document reflects Sokehs, Pohnpei State, FM 96941, and indicates enclosures from the Chief Clerk, Jessicalynn Reyes.
A certification records that on May 27, the act passed Second and Final Reading of the Twenty-Second Congress of the Federated States of Micronesia, Fourth Regular Session, 2022, by a two-thirds vote of all state delegations as required under Article IX, section 20, of the Constitution of the Federated States of Micronesia, signed by Speaker Wesley Simina.
