Abstract: This is the comprehensive national infrastructure planning document for the Federated States of Micronesia covering FY2016–FY2025. Prepared by the Department of Transportation, Communication and Infrastructure in consultation with all four states, the plan outlines infrastructure priorities across ten sectors including power, water, transportation, telecommunications, education, and health. It identifies approximately $1.08 billion in infrastructure investment needs over a ten-year period, structured through national and state-level project prioritization processes. The plan integrates funding from the Amended Compact of Free Association, U.S. federal programs, bilateral partners including Japan and the People’s Republic of China, and multilateral institutions such as the Asian Development Bank and World Bank. It also emphasizes institutional reforms, project management structures, and the incorporation of climate change adaptation into infrastructure planning.
