Abstract: KPress Vol. 13 Iss. 15: NEWS: Reporting examines shortcomings and ongoing challenges in the Federated States of Micronesia’s efforts to combat human trafficking, following the country’s placement for a fifth consecutive year on the United States Trafficking in Persons (TIP) Report Tier 2 Watch List or lower; the article explains TIP rankings and criteria under the Trafficking Victims Protection Act of 2000, clarifying distinctions among Tier 1, Tier 2, Tier 2 Watch List, and Tier 3 classifications, and outlining forms of trafficking including sex trafficking, child sex trafficking, forced labor, debt bondage, involuntary domestic servitude, forced child labor, and unlawful recruitment of child soldiers; coverage notes that none of the three Freely Associated States achieved Tier 1 status, reviews FSM national and state-level legal frameworks addressing trafficking, and highlights uneven statutory coverage across states—contrasting broader protections in Kosrae with narrower prohibitions in Pohnpei and Chuuk—while situating the discussion within a broader national debate over legal adequacy, enforcement capacity, and progress toward compliance with international anti-trafficking standards.
