Abstract: KPress Vol. 14 Iss. 10: NEWS: This issue reports on the celebration of Pohnpei and FSM Cultural Day, which featured youth musical competitions at the Spanish Wall stage, cultural activities organized by students from PICS High School at the Pohnpei Islands Central School nahs, and broader community participation highlighting cultural heritage; it also covers the passage by the FSM Congress on April 1 of Congressional Bill No. 18-145, commonly referred to as the “Telecom Bill,” which establishes an independent regulatory authority and an Open Access Entity to own assets related to a future fiber-optic project connecting Palau, with committee reporting noting that the bill followed months of review by the Standing Committee on Transportation and Communication and was influenced by the prospect of substantial World Bank grant funding to support a Palau–Guam–Yap fiber-optic cable, while emphasizing that the law is an initial step in a longer, consultative, multi-country process and expressing congressional concern that negotiations with the World Bank had proceeded for several years before Congress was fully engaged.
