Abstract: The basic contentions of this study are: (l) that despite its commitment to the principle of national self determination, the United States has been remiss in carrying out its responsibilities as the administrator of the TTPI; and, (2) that military considerations or perceived requirements for U.S. national security have been most influential in shaping U.S. policy in the trust territory, that these considerations have probably eliminated independence as an acceptable alternative for Micronesia, and have largely determined the future status or form of association between Micronesia and the United States.
