Abstract: This report presents the oral history component of a broader socioeconomic study conducted in support of a U.S. National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) for proposed military construction projects at Yap International Airport and Seaport in Yap State, Federated States of Micronesia. The study is based on ethnographic fieldwork conducted between October 24 and October 28, 2025, involving structured oral history interviews with ten cultural consultants from Rull, Dalipebinaw, and Weloy municipalities. It identifies key concerns including impacts to burial sites, marine and terrestrial ecosystems, subsistence resources, and cultural continuity, while also recognizing anticipated economic benefits. The report emphasizes the importance of traditional land systems (tabinaw), cultural protocols, and consultation with local leaders. It concludes with recommended mitigation measures including protection of cultural sites, environmental safeguards, and compensation mechanisms.
