Abstract: KPress Vol. 11 Iss. 09: NEWS: Palikir, Pohnpei, FSM—The FSM Congress urged President Mori to consider withdrawing from the Parties to the Nauru Agreement (PNA) fisheries arrangement if other member nations failed to comply with agreed rules, amid growing concern that the much-praised Third Implementing Arrangement—which successfully closed approximately 2.8 million square miles of high-seas pockets to fishing—was vulnerable to uneven enforcement as PNA representatives prepared for discussions in Tuvalu; fisheries and maritime-security coverage includes remarks by Australian Ambassador Quinn and former FSM President John Haglelgam during a ceremony reflecting on bilateral cooperation and the role of Australian advisers supporting FSM maritime policing, with Haglelgam recalling enforcement conditions prior to the arrival of the patrol vessel FSS Palikir and noting that while the fleet remains aging, surveillance capacity has markedly improved, with former President Urusemal also in attendance; national fiscal-policy reporting notes that Congress passed legislation to establish an FSM United Revenue Authority (URA), described by the Ways and Means Committee as the foundational step in a broader tax-reform initiative, with the URA to be operational approximately one year after presidential assent while additional tax-reform bills undergo congressional review.
