Abstract: [As explained by Fmr. Amb. William Bodde, Jr in an interview with Charles Stuart Kennedy in 1998] "...Every year couple of years the UN Trusteeship Council would send a team out to report on conditions in the Trust Territory (TTPI). Early in the 1960's the UN report was very critical about conditions under the U.S. administration. President Kennedy sent out an economist, Tony Solomon, who later was Assistant Secretary for Economic Affairs in the State Department, to assess the situation and make recommendations.
The Solomon Report confirmed that things were really bad and recommended that the U.S. do something more for the Micronesians in order to protect the U.S. strategic interest in Micronesia. He also made the point that as a matter of conscience we had a moral obligation to help the Micronesians. Kennedy was assassinated shortly after the report reached his desk, so it became the Johnson Administration's task to respond to the report. The Johnson Administration did so with a vengeance. The U.S. immediately expanded education and health programs. Then in line with the philosophy of the Great Society that the way to solve problems was to throw money at them, the U.S. Government began to pour money and programs into the place...
