Abstract: Letter from the royal officials to the King from Cebu in July 1567 describing the fragile obedience of local chiefs and people, who often fled rather than submit, making forced rule impractical. They note the dispatch of the San Juan carrying cinnamon gathered in Mindanao, describe trade with Moros from Luzon and Bindoro, and mention Chinese merchants who bring silk, porcelain, and iron. The officials recount mutinies in 1565 and 1567, including the killing of officers, with punishments carried out through executions and pardons. They also report encounters with Portuguese vessels near the settlement and emphasize the shortage of supplies and men, urging prompt reinforcement from New Spain.
