Abstract: KPress Vol. 14 Iss. 15: NEWS: This issue clarifies that a bill passed during the FSM Congress’s Fourth Regular Session does not overturn the 2014 Telecommunications Liberalization Law, but instead delays the effective date of Chapter Three of the Telecommunications Act until May 12, noting that no committee report accompanied the delay and that, at presstime, President Mori had neither signed nor vetoed the act; it addresses confusion among some citizens and at least one state lawmaker who believed the action reversed liberalization entirely, emphasizing that the broader reform framework remains intact; the issue also reports on developments related to tax reform, explaining that while Chuuk and Kosrae have enacted their own enabling legislation, Pohnpei and Yap have not yet done so, amid ongoing debate about tax reform as a tool not only for revenue generation but for private-sector development; additional coverage includes the posting of Japan’s new ambassador to the FSM, the World Bank’s announcement of its first Country Partnership Strategy with the FSM, and widespread public and student support for shark conservation, highlighted by more than 8,300 Micronesian students signing a petition backing national shark protection legislation following Chuuk’s passage of its shark law, completing state-level protection across the FSM.
