Abstract: The Council of the Indies records decisions on the thirteen chapters of Fr. Morales’ memorial, including annual shipping arrangements, exclusion of exiles, freight space for supplies, tribute exemptions, missionary stipends, church ornaments and bells, recognition of Agana as a city, and referrals to the War Committee for military and honors matters.
