Abstract: The Case study examined the development an overall education plan for the Trust Territory of the Pacific Islands. The methodology of multidisciplinary education planning through the use of a general comparative analysis motels of Political, economic, and social development is explained: Almond and Powell's framework for the analysis of political systems, Ward 4. Goodenough's paradigm of wants and needs of change agents and their clients, and Parbison and Myers' model for human resource development. Both the strengths and weaknesses of the methodology and the models alike are discussed: the validity of comparison, reliance on fundamental analysis, ant' the reels for Precision propositions, cost analysis data, and educational research. The reeds for political and economic development and social chance are considered from two points of view: the definition of the goals, and the relationships within and between best, systems and education that are necessary for goal attainment. The models were used to determine the relationships and to logically analyze their !models) applications to the conditions in this developing area. It is assumed that education is necessary for goal attainment: leadership development, manpower and economic development, and participation of the people in the decision-making processes.
