May 5, 1977: Letter from Zbigniew Brzezinski on Presidential Directive / NSC-11 Micronesian Status Negotiations. "The President has reviewed the conclusions and recommendations of the Policy Review Committee concerning Micronesian Status Negotiations, and has directed that the negotiations be conducted on the basis of the following guidelines..."

May 8, 1979: Memo from State Department relaying conclusion financial arrangements authorized by PD-11 is sufficient to conclude a satisfactory political arrangement with the three Micronesian entities...

May 23, 1979: Memo from Matt Nimetz, Chairmain, Micronesian Interagency Group, "Revision of Negotiating Instructions" "..The Interagency Group believes that we must be able to offer greater financial assistance than is authorized in PD-11...."

September 17, 1980: Micronesian Interagency Group memo, reporting on status negotiations. "...by virtue of PD/NSC 11, 34 and 49, Ambassador Rosenblatt has existing Presidentially-approved negotiating authority. Those provisions of the Compact negotiated under his existing authority and unrelated to strategic denial and issues immediately associated therewith are subject t0 normal ad referendum Presidential review and are not addressed here..."
