Abstract: KPress Vol. 13 Iss. 23: NEWS: This issue reports on the Federated States of Micronesia’s observance of the International Day for Disaster Reduction and World Food Day through a large public event in Pohnpei that emphasized disaster preparedness, food security, inclusion of people with disabilities, and public awareness, alongside community service efforts such as volunteer restoration of a World War II monument; it also covers growing confidence among Chuukese investors in the state’s economic future and a major policy development in which FSM Telecommunications and Infrastructure authorities submitted comprehensive legislation to liberalize the telecommunications sector, prompted in part by a World Bank multi-million-dollar grant offer to support a submarine fiber-optic cable to Yap, with the bill addressing market competition, regulatory safeguards against predatory pricing, cost-sharing arrangements with Palau, and the strategic urgency created by World Bank deadlines, while highlighting long-standing debates over competition, state monopoly, and the conditions attached to external financing for regional connectivity projects.
