Abstract: This document provides the Environmental and Social Management Framework (ESMF) and Environmental and Social Management Plan (ESMP) for the Federated States of Micronesia Maritime Investment Project (FSMMIP), prepared in support of World Bank financing. The framework establishes procedures for identifying, assessing, and mitigating environmental and social impacts associated with maritime infrastructure upgrades across Yap, Chuuk, Pohnpei, and Kosrae. The project aims to improve the safety, efficiency, and climate resilience of port infrastructure and maritime operations, including container yard rehabilitation, navigation aids, port security systems, and emergency response capacity. The document outlines institutional arrangements, legal frameworks, World Bank safeguard policies, and detailed mitigation strategies covering sediment control, waste management, biodiversity protection, labor conditions, and social risks such as gender-based violence and human trafficking.
