Abstract: This is the supplement to our report on issues associated with Palau’s transition to self-government (GAO/NSIAD8%182, July 1989), providing detailed information on (1) major contracts and agreements entered into by Palau for infrastructure and services, (2) Palauan law enforcement capabilities and U.S. law enforcement assistance, (3) issues related to Palau’s 1987 Compact of Free Association referenda, and (4) potential problems regarding U.S. military use and operating rights in Palau fol- lowing compact implementation. This supplement contains the information and analyses upon which our report conclusions and recommendations are based. Recommendations concerning the issues addressed in this supplement are included in our overview report.
