Abstract: Letter from Governor Francisco de Sande to King Philip II, also in 1579, focused on administrative and financial matters. He describes the burdens of maintaining forts and garrisons, the costs of supporting expeditions, and the colony’s dependence on aid from New Spain. Sande stresses the potential wealth of the islands through trade but warns that without consistent royal backing, shortages and local resistance will threaten Spain’s hold. He urges the King to send soldiers, artisans, and religious orders to stabilize Manila and expand Spanish authority.
